About this website

The United States-China Economic and Security Review Commission, abbreviated USCC, is a bipartisan congressional commission established by the Congress in 2000 through the National Defense Authorization Act, with its offices on Capitol Hill in Washington. The commission was created to monitor, investigate, and report to Congress on the national security implications of the United States trade and economic relationship with China, and to provide legislative recommendations on policy responses. Composed of twelve commissioners appointed by the Democratic and Republican leadership of the House and Senate, the commission holds public hearings throughout the year featuring testimony from government officials, academic experts, business leaders, and policy analysts on topics including Chinese military modernization, industrial subsidies and trade practices, intellectual property enforcement, human rights conditions, and Chinese investment in US critical infrastructure. The commission's Annual Report to Congress, typically exceeding five hundred pages, is one of the most comprehensive and influential publicly available assessments of the US-China bilateral relationship, widely read by policymakers, journalists, corporate strategy teams, and academic researchers tracking developments in Sino-American relations.
