Personal Care Products Council

The Personal Care Products Council, abbreviated PCPC, is the leading trade association representing the cosmetics and personal care products industry in the United States, headquartered in Washington. Founded in 1894, the organization represents over six hundred member companies including global beauty conglomerates like L'Oreal, Estee Lauder, Procter and Gamble, and Unilever, as well as smaller independent beauty brands and ingredient suppliers. The association is the primary voice of the beauty industry before the Food and Drug Administration, Congress, and state legislatures on regulatory matters including the Modernization of Cosmetics Regulation Act of 2022, which established new cosmetic product registration and safety substantiation requirements. Through its scientific and regulatory committees, the council maintains the International Cosmetic Ingredient Dictionary and Handbook, the definitive reference compendium of over twenty-six thousand cosmetic ingredients used globally.
